For an operator, the most interesting property of a router is that it is already deployed, already powered and already managed. Adding a sensing-derived service on supported hardware avoids the economics that sink most connected-home hardware programs.
The caveat matters: sensing capability depends on chipset, firmware and access. No credible vendor should claim every router supports sensing.
